Generally speaking, but in that situation, can the phone lines even accomodate the call volume for the fans of one person to out-dial the fans of 3 or 4 people voting against them?

The fact that only dial voting is available in that situation, not online, is an artificial bottle neck on the whole process when online voting is the norm.
