Isn't the whole point of nominating that you are making a choice though? Plus, unless Cleo is really stupid (and I don't think she is at all), she could easily see that without Jade, there would not be all this tension. I think she would have nominated Jade - not out of malice to Jade maybe, but just to ease the tension in the house.
