Talking about Hazel's role is not giving Daley a free pass, just like talking about Daley's is not giving Hazel a free pass.

He was actively engaging in flirting with those protests - they weren't "real protests". He was smiling, laughing, giggling and loving it and she was aware of that. If he had taken a serious tone and said "Hazel, I'm not comfortable with this" I think she would have stopped. The same does go for men and women - e.g. a woman giggling and saying "Oh, cut it out!" is not the same as one who is obviosuly uncomfortable turning down a flirtation. It's complicated and more about body language.

Often, he was saying "no, no hugs, go away" blatantly so she would say "why" and he could gesture emphatically at his erection. His motivation wasn't to turn her down... it was to draw attention to his penis, right from the start. Hazel seems like - for want of a better term - an "experienced flirt" and knew that, and was just playing along.
