Discredited failed and not trusted politicians make these decisions Nedusa. like the really vile Ian Duncan Smith, who was already a failed politician.
Elected leader of the Conservatives once and got rid of by them before he could fight one general election for them.
No trust in his abilities there then.

How people like him get to make decisions as to other peoples lives and incomes is totally beyond me, he should have been consigned to the political scrapheap ages ago,with the rotten team he has currently behind him too.
