I think it's up to the people really, but they should make sure they do it wisely and in places where people who really wouldn't want to see it don't basically, lol.

I know of people who have had sex in random toilets (even in transport ones e.g. trains), swimming pool cubicles and shower rooms, shop changing rooms, 'deserted' alleys/streets, some random corner in a nightclub where no-one would see them LOL, secluded areas on a beach etc., so really it is possible to do it without getting caught and just for the two of them rather than voyeurism!
