Have launches/evictions always been at 9pm?

C4 did sometimes start them at 8:30pm if I remember correctly, but all of the live shows on Channel 5 bar one for CBB10 have started at 9pm or 9:30pm.

C4 launched Big Brother 5 at 10pm if that helps
