A test card is a television test signal, typically broadcast at times when the transmitter is active but no programme is being broadcast (often at startup and closedown).
Its purpose was to check for picture and sound tuning but with the advent of 24-hour television, the famous BBC test card is gradually disappearing from our screens. The X on the Black board, this was used to mark the centre of the TV screen.
The BBC launched the first test card in their 25th anniversary year, This being the 25th anniversary of Channel 4, I was suggesting that they might have designed this eye with that in mind, as a celebration of 25 years of channel 4.
