As is often the case with the NHS, it's usually a case of the treatment being "untested" (by them, even if loads of other countries or private health care are using it successfully) more than the cost. They won't use any treatment that isn't "signed off" even if it's far cheaper than the services that they're offering instead. I would imagine it's down to health and safety / insurance. But the sad fact is, as great as the NHS can be at times, there are plenty of examples of things in this country not being that different to the US at times. I. E. You can either afford to pay for a treatment yourself or you're in trouble.
