As far as I know C5 own the rights to make it for Ireland and the UK, Think it goes back to when C4 had it as they have an Irish channel. None of the Irish channels would invest that amount of money to make BB anyway, especially when the UK one does so well on TV3 and 3e.

I do remember seeing recently that when Channel 5 renewed the rights for Big Brother, they were for the UK and Ireland. This is why they renegotiated with TV3 to show Big Brother and Celebrity Big Brother over there.
