Of course not, that's the George Lucas Stage where they filmed Star Wars . The reflection in the car shows part of the construction site.

That's been in the pipeline ever since the C4 days - last time around they got as far as clearing the land but not much further. I think this is actually on a reduced scale to the last plan which planned to build pretty much up to the boundary of the Big Brother compound.
