well in a sense she didn't, but her arguments could be classed as bullying especially toward Chanelle, i mean i could see the point in arguing if Chanelle said something to begin with but most of the time (especially friday's show) she just plucked nasty comments to her out of thin air for no reason! IMO that = bullying!

Bullying means to persistently abuse someone. Charley didn't abuse Chanelle mentally or physically. I'd say Chanelle's more of the bully the way she was bitching about her to all the other housemates. Chanelle calling Charley a slut several times: now that's bullying, especially when she's the one who's more guilty of acting like a slut. Chanelle wasn't happy untill the whole house was against Charley.
