Not every rule is 'right' just because it exists as rule. If that was the case there'd be no such thing as protesting, nothing would ever change, and women/gays/black people would have no rights. (I'm not equating a lack of shorts to those issues obviously... just highlighting my point! )

I think it's great what they did, they saw a problem with something and they took a bold step towards trying to fix it... good on them

And I think the argument of "if they were adults they wouldn't be allowed to just do whatever they want" doesn't hold considering there are plenty of adults who do protest and seek change for things that are important to them, and it's people like that who are responsible for most of the major shifts in society that we benefit from today.
