It's probably because Linda and Sonia are on a break, Ronnie and Roxy died, Lee and Claudette left etc so there's a lot of broken families and units.
And then you have people who are supposed to be in the midst of quite big stories like Jack and Max. Jack's grieving and dealing with Glenda (who they've shipped off again), dealing with Matthew who would definitely have had Dot and Charlie interfering. Then Max with his revenge plot which has had one scene, and trying to repair his relationship with his family.

But, no, the show just has no buzz or movement in its stories at all.
