Of course that's true.
However if you have alerts set at the highest,re critical,people are possibly more cautious.
Of course while still high,reducing it to severe,sends a signal of some relaxation of the threat.

I think at present critical is where it should be kept at.
Especially after another bridge incident.

You are right however,this kind of attack is hard to stop.
Being more alert has to be more emphasised, it's really worrying.

What truly twisted minded people do this, absolutely crazy it is.

Witnesses now saying that police have shot two suspects at Borough market, but not sure it has been confirmed.
