I think the sooner they put the new housemate in the better.
 They waited too long during BB2 to introduce Josh into the house - friendships had been formed and too much had happened beforehand for him to really feel truly part of the experience. He was at a disadvantage from the moment he went in, and did really well to last as long as he did. So get them in a.s.a.p.!!
