No, but again, that's not the be all and end all of homophobia.
It means she is prejudiced.
Does she hate individual people for being gay? Probably not.
Can she befriend a gay person whom she otherwise likes, maybe has things in common? Probably.
Does she view homosexuals as "lesser" than heterosexuals and believe they should not hold the same rights? Yes and has always voted against giving them any kind of equality. That is homophobic.
Just as taking away the rights of black people on the basis of the colour of their skin is racist. You didn't need to be a bedsheet wearing signed up member of the KKK to be a racist either.
