The twins aren't being fixed to win. If voters can vote for either Sam and Amanda to be evicted, then their votes could possibly be landslide because they are counted as one, not two. They know that Sam and Amanda will ruin Brian's chances of winning, so by making them one, it makes the housemates think that it is for the good, but already the housemates have sussed that it is fixed.
Remember BB5? Michelle was favourite to win after she came out of the Bedsit. That is why the Judas Kiss what introduced, so she could be nominated and then evicted. Why else would Becki choose her out of random? She must have been told before hand. BB's plan backfired, and after the fumble under the table, BB thought that by putting all the housemates up for eviction before the final week, Michelle would go, which would enable Nadia to win.
