I agree, it seems to have become standard to not call people terrorists if they aren’t working as part of a group or cell. But in the past, this was simply known as lone-wolf terrorism.

I suspect it’s mainly so that they don’t have to call white supremacist terrorists, “terrorists”, because they’re the most likely to seemingly be working alone (although most are actually radicalised online and very much part of a group culture).
