Question Old Threads vs 'Already Thread there'

Can someone please explain something.

Members are told off and / or infracted for 'bumping old threads'.

Members are told off and / or infracted for raising new threads on subject that there are already threads about.

Isn't this confusing to say the least. If a member searches for a thread on a subject and uses that (as we are told to do, check to see if threads on a subject already exist): when they do, I often see the 'stop bumping old threads' comments.

When they start a thread which may replicate some threads even some time back, they are told, "There is already a thread on this subject".


Which 'rule' are we meant to follow?
