No, Conor offers a fair bit and Shievonne's improved a tiny bit as well. You could argue Ashleigh's thing with Luke S is a storyline but still.

Luke A and Sara are probably the worst in terms of offering absolutely piss all. Even Adam, but he has his moments.

Sara (up until recently) was non-existent.

Luke A offers nothing, NOTHING.

Ash is by far the worst HM. Not the most hated but the worst.
