Really what they should do is, when you ring the number it should have an automated voice that says "confirm you want to vote for xxx by pressing 1" or something, and if you don't press 1 then the vote isn't counted and you don't get charged for the call. Would stop all these scams. (Wouldn't help with text votes but it's something at least.)
