Donnie has always been in lust with teenage girls. His sexual obsession with his own daughter, especially when she was still a child, was off the scale on the creepy-ometer and was made worse by the fact that he was almost proud of it.
He also made a habit of walking into the dressing-rooms at the Miss World pageants when teenage girls were in the middle of changing. Maybe Tiffany wasn't as accommodating to his advances, hence the lower placing on Donnie's big list of favorite young girls.
