He is a massive wind-up merchant.

Sometimes he plays people for laughs, but at other times he pokes them deliberately.

You're missing the point. They're sending ex-housemates in to say something that will LEAD to Ryan winning. Mentioning the Roxanne thing a week after she's left is such an obvious manufactured pushing for him to win by reminding viewers 'hey, this non-entity housemate was relevant for three days, feel sorry for him again'
