The way I took it was.

They each vote for their 2 favourites and the 2 or more with the least amount of votes will be up along with the housemate who finishes bottom of the viewers vote as normal.

All you need to understand is that Lewis cannot be up because (1) he'll get the most noms and (2) he will not be in the bottom 3 on the viewers vote.

The whole thing is clearly set up to keep him in longer. Just as the attempt to make it vote to save was an attempt to keep him in. Just as giving Cameron the power to evict was a way to make sure he would be kept in (had he not won the game changer, he was going nowhere anyway because of this)
