I think that basically is what it means. Little country villages are seen as expensive to live in (and from experience, that is very true) and thus the domain of well-off white folks. Yes, anyone can VISIT the countryside, but it's still seen as "behing inhabited by" a certain demographic, which I imagine can make others feel out of place. Honestly I feel out of place sometimes and we have a pretty decent household income at this point. But we're living in a village where it's "normal" for people to live in £1 million+ houses and buy a new Range Rover every two years. And going by the "local facebook page" a lot of them have exactly the sort of attitudes you'd guess they have .
