You can have the op at 17 in England. From the looks of 13 year old Harry she was ready and willing to get things done ASAP. But fairly recent it would have been so still getting used to life as a woman (well any 18 year old would be but more so if you were a boy growing up).

It's probably a stepping stone for society for it to not be mentioned straight away, like it shouldn't need to be said because it can cloud over some peoples first impressions of her. I like that they didn't tell us but it is sad that it had to become a guessing game for some people :/
