I don't believe for a moment that all resources were busy. By definition, that means that they didn't have or couldn't call upon a single police officer in the entire force to attend, which is obviously complete nonsense

…still no naming of the female victim so I’m presuming that her family/next of kin haven’t yet been informed…this is just so concerning and scary because the health service/mental health services are stretched and struggling also…
It remains unclear what the nature of the 999 call was. Last June Norfolk police announced plans for a new policy - to come into force by the end of the year - where officers would only attend emergency calls where a crime had been committed or where there is an immediate threat to life. One in five 999 and 101 calls to police in Norfolk relate to people with mental health issues. Under the scheme – known as Right Care, Right Person – police would continue to attend call-outs if there is a person at risk of serious harm. But officers would not attend medical calls where a healthcare professional was more appropriate. Responding at the time, Zoe Billingham, chairman of the Norfolk and Suffolk NHS Foundation Trust (NSFT), said: “It is absolutely right that people in mental health crises do need to be cared for in a health setting, but it has always been the job of the police to be the first responder.” The IOPC investigation over the non-deployment is likely to centre on the nature and content of the 999 call and the decisions made in the police control room. …the police make a decision not to attend but who does attend as first responders in crisis’, then…and how quickly is that response, if any… |

What they are doing is putting the decision on what incident deserves a response on the most junior qualified to assess it. It's so obvious whats going to happen here, some low paid soul is going to get the blame

…blame in itself, though..is indicative of an incident already have taken place and then there is no question of police involvement…so what has been achieved, it’s a flawed policy from the off, isn’t it…the policies have surely always been about prevention because for any of those ‘decision makers’ and policy makers…the cost to the system’s resources would be far greater after the effect, which is what is being said…’once a crime is committed’…and in this case, four lives are no more…the system is broken and failing because public services don’t seem to be working together and also working on low staffing, is how it looks… hanged are what need to be looked at, not blame…as blame won’t change anything…

…with the recent tragic deaths of Kenneth and Bronson’s Battersby it was said that the healthcare/social services couldn’t access the home, police intervention was needed as the ones who had the authority to request access…but in this case a police force is saying that healthcare officials are the ‘appropriate and correct’ call out…when they can’t gain an access that could make a life or death difference to an outcome…?…

…an emergency call that took one hour to attend…one hour in a crisis situation is enough time for four lives to be lost, as we see…but it’s the policy that’s flawed because there isn’t a focus on prevention so far as we’re seeing…

A concerned neighbour made the later call, so it seems to be it is possible all were alive when the first 999 call was made?

there is obviously a fundamental problem with funding. The thing is, the huge vast majority would want emergency services that responds to critical incidents in a timely manner. Budget cuts are just not acceptable

we pay a fair chunk through Council tax alone for Police and for Social Care both of which seem to be a never ending hole where money just disappears and nothing improves
