As wrong as it sounds, the filmer maybe did the right thing. If he wouldn't have filmed it and went over to her, she would have stopped doing it and walked on. She would then probably repeat her actions another time when noone is around.

By filming and making it public, attention can be brought to her and proof can provided if she were to get in trouble. I'm not sure where the laws are on this, but I imagine it's wrongly nowhere what you would get to doing that to a human... and a human can defend itself

Oh yeah, I completely agree. My point was he filmed it for THIRTEEN minutes. Surely a couple of minutes would have been enough for sufficient evidence. I couldn't sit behind a camera lense and watch a dog suffer for that amount of time.
