It's just a metaphor really. If that is the quote she wasn't comparing them to actual soldiers.

Its a phrase.

"Fallen soldiers" doesnt always mean it literally.
It could also mean for people that didnt make something eg.Katia and Heidi who have fallen at the hurdle... not literal soldiers.
