They took the coward's way out even when they nommed in the diary room so they aren't going to suddenly get all bold in a face to face situation!
It's been proved time and time again that people just copy those who've nominated before them so they've got the 'safety in numbers' thing on their side. I'm almost certain that nearly every one of them will vote for Dexter because they'll be expecting everyone else to as well and also because they'll think "oh well, he'll be expecting it anyway!".
It's such a lazy and overused 'twist' that was only any good the first time they did it (many years ago!).

If they really wanted to stir sh*t up then they should gather them all together, tell them it's face to face noms and then add a ".....but....as Dexter and Gina have been nominated for and survived eviction for two consecutive weeks they will be exempt from being nominated this week..."

Now that would really be worth watching and it would take away the easy, cowardly nomination options!

The only problem with face to face nominations is that the strong characters will be the only ones to be totally honest. The weaker ones will not want to upset the alpha people in there.
