Sia wasn't relevant nor a legend(still isn't) back then so i don't know how Lady Gaga can copy her. Gaga has her own style and totally different

Mainstream artists copy a lot of the lesser known (and often superior) original singers of that style but just make them more mainstream.

I mean if singers like James Bay and Sam Smith do it then I can't see why Lady Gaga can't do the same thing?
