The government here changed the law a couple of years to make it against the law for teachers to sleep with pupils below the age of 18.

I think the main issue is the abuse of power. Teachers are in a position of authority and she abused the trust placed in her by the boys family. Even in England if a young man in his early 20's was caught having sex with a girl of 15 it is in theory statutory rape BUT very very rarely would it be brought before the courts. The key really is getting the young person to agree to give evidence to say they had been forced to do it!!!
