The rules should be changed. Countries could be divided into geographical blocks based on their past voting. Then they would only be allowed to vote for countries from other blocks, not their own. Of course it'd have to be weighed correctly, e.g. same number of countries in each block, etc

Portugal and Austria are just 2 countries from 8 years who survived block voting
