The consent laws in Japan are a bit more complicated than that, sex under 13 carries a minimum jail term but 13 isn't the age of full consent, there is another law about adults not engaging in sexual activity with "children" and most Japanese courts define children as anyone up to the age of 16, but some even 18. The issue is quite cloudy really. But in general, no, modern Japanese culture wouldn't consider 13 to be the appropriate age of full consent.

Similar thing happened in skins with the Effy character I think the actress was only 15 when she full on kissed an actor who was well over 18 at the time. But his character was meant to be just an older kid. I'm surprised they allowed it weird.

Someone who is 25 is an adult.
A 16 year old is not an adult, in my opinion way too young for a relationship.
I think age of consent should be 18, like it is on my country.

A 25 year old is an adult and had life experience. And usually already been to college/ uni etc and had jobs.
