This is what I'm convinced of.

He was 8 months too late to save R&R.

And it fits in with Laurie Brett being named as one of the people not getting along with him, maybe she disagreed about being killed off or whatever, then we had weeks where Steven's death was barely acknowledged and Laurie was off screen. Before coming back for two weeks to play out her changed exit story.
