Yes the Covid crisis warranted an additional crisis management input to policy.

Ukraine likewise.

However the detail of policy elected on should remain.

If the policies from a general election are not being done or are being changed then the mandate is gone.
Until a new election is held and won.
Otherwise what's the point of election manifestos.
