If I had to guess at a conclusion, Russia will eventually accept terms and withdraw having gained territory and guarantees of no NATO or western military presence of any kind in Ukraine. However, I think he wants to do as much damage as possible before then. He wants to completely flatten major cities as a warning about what Russia is willing to do to neighbouring countries if they cross them. Massive damage to civilian lives and infrastructure as a deterrent.

To use an allegory - it's like a loanshark taking the money someone owes them and accepting they've paid up, but breaking their legs anyway as a warning not to **** around next time. He wants to come out of it seeming big and scary, in other words.
