– giving the Scottish
government the ability to reintroduce restrictions
without the need for parliamentary
approval at any point.
The only caveat being the measures would
have to be “proportionate”, whatever that means…]

Proportionate? , locking down hospitality at the busiest time of year when the data from SA was giving positive news is definately not proportionate

Netherlands: Municipalities to give low income households free face masks, Covid self-tests
Municipalities will receive Covid-19 self-tests and face masks from the government next month to hand out to people with low incomes. About six tests and six masks will be available per person until May 1, the Ministry of Public Health, Welfare and, Sports reported. Thirty municipalities with a low vaccination rate and a high number of infections will receive extra masks and tests.

The Ministry will provide 10 million face masks and 10 million self-tests for people with a low income until May 1. The municipalities with many infections and low vaccination coverage will get 5.5 million of each during that period. These can be used for a "neighborhood-oriented approach," aimed at neighborhoods where the situation is deemed most worrying. This includes neighborhoods in cities like Amsterdam, Rotterdam, and The Hague, but it mainly concerns less urban municipalities outside the Randstad, including Urk, Tholen, and Vaals.


The Outbreak Management Team recommended making self-tests free for everyone. Its most recent advice to the government recommended doing so on "behavioral" grounds. The idea is that this removes a barrier to getting tested for Covid-19 more often. Despite this, Health Minster Ernst Kuipers said on Wednesday that the Cabinet is not prepared to make free face masks and tests available to everyone. "We do not consider this a public facility."

Netherlands: Outbreak Team members and other experts call for long-term plan to tackle Covid
A group of members of the Outbreak Management Team (OMT), scientists and administrators, wrote a joint advice on tackling the Covid-19 pandemic. In the article, the experts pushed for a long-term plan.

"From fighting a pandemic to living in an endemism" was the outcome of a discussion last week between virologist Marion Koopmans, ICU doctor Diederik Gommers and microbiologist Jan Kluytmans. They are all members of the OMT, which provides the government with advice on acute management of the pandemic. However, experts from other fields also took part in the meeting, such as sociology professor Tanja van der Lippe, Breda Mayor Paul Depla and director of the social and cultural planning office Kim Putters.

The experts proposed to set up a scientific transition team to look into a "structural approach" to the pandemic. Unlike in the OMT, ethicists, economists and communication scientists would also participate in the transition team. The experts would create four future scenarios. In the mildest scenario, the coronavirus has become comparable to a cold. In the worst-case scenario, a new and more harmful variant of the virus appears.

According to Koopmans in an online explanation, it will take time before the coronavirus will be part of the common winter viruses, such as the flu virus. "With structural adjustments that the entire society participates in, you can ensure that the virus spreads less before the need is greatest. This prevents the need for additional drastic measures."

Netherlands: New Covid record set with over 75,000 infections; Hospital total up 6% in a week
Some 75,199 people tested positive for Covid-19 between Saturday and Sunday morning, the RIVM said. That topped the previous single-day record, set on January 28, by about a thousand. With over half of people tested by the GGD receiving a positive diagnosis, the IT systems of the health services have remained overwhelmed, and a large amount of infections have not been tabulated.

A record-setting 52.2 percent of those tested by the GGD from January 22-28 were infected with the coronavirus, including 58.1 percent tested on Friday. The GGD tested a record high 1.02 million samples during that time, meaning the GGD alone diagnosed about 534 thousand new infections those days. A total of 1.2 million infections were revealed since January 1.

Roughly 131,000 infections diagnosed over the past 13 days have not yet been counted as a result of issues with the computer infrastructure, the RIVM said. That was 9,000 higher than on Saturday. It remains unclear how effective the organizations’ efforts have been. All that is known is that the problem has worsened every day for since the technical issue was first reported.

The seven day moving average increased to set another new record on Sunday. Using only the official raw data, the average reached 61,581. That was a third higher compared to a week earlier. If all of the missing data were added to the latest data, the average would be 80,300, about 75 percent higher than last Sunday.

It also is not clear which regions have been most affected by the missing data, and thus municipal reporting fluctuated greatly the past two weeks. The three cities with the most new infections in Sunday’s data were Utrecht (4,297), Amsterdam (3,078), and The Hague (2,904). Utrecht’s daily total has varied wildly between 500 and 4,300 during the past two weeks.

With hospitalizations linked to Covid-19 firmly on the rise, the Dutch hospital system was treating 1,154 people with the disease on Sunday afternoon. That increased by six percent in a week. A similar increase would put the total back at 1,220.

There were 945 people with the disease in regular care wards, the most since January 14. That figure rose by 29 in a day after accounting for new admissions, discharges and deaths.

At the same time, the number of intensive care patients continued to fall. There were 209 people in ICU beds with the disease, a net decrease of four. It was the lowest total in the acute care wards since October 28, over three months ago.

Hospitals admitted 150 patients with Covid-19 in the past 24 hours, ten of whom were sent directly to intensive care units. That pushed the seven-day moving average up five percent to 155 new patient admissions per day. The figure rose by a third since last Sunday, and was at its highest point since January 4.

The past week, 1,008 Covid-19 patients were admitted into regular care units, up from 756 the week prior. Eighty others were sent to an intensive care unit, up from 68.

Netherlands: Mayors meeting to discuss Carnival during Covid
The Security Council will discuss possible special coronavirus arrangements for the carnival period when meeting in Utrecht on Monday evening. After that, the mayors that head the 25 security regions will talk about a long-term vision for the coronavirus policy. Justice Minister Dilan Yesilgöz and Health Minister Ernst Kuipers will attend the meeting.

The mayors fear that social distancing, group formation on the streets, and closing times in the catering industry will be hard to enforce during the carnival days. Carnival celebrators celebrate arm in arm and in groups on the street. The parades have already been canceled almost everywhere, but carnival will definitely be celebrated in bars, the mayors think. Yesilgöz will discuss the situation with mayors Annemarie Penn-te Strake (Maastricht), Jack Mikkers (Den Bosch), and Hubert Bruls (Nijmegen).

According to the mayors, the Cabinet must make clear as soon as possible what is and is not allowed during the carnival days at the end of February. They also want to draw a line so that carnival celebrators do not flock to the municipality with the most freedom. Penn-te Strake represents Limburg, Mikkers is at the meeting on behalf of Noord-Brabant, and Bruls represents Gelderland-Zuid, the achterhoek, and other places where carnival is celebrated.

After the discussion about carnival, the other 22 mayors on the Security Council and Kuipers will join the meeting. The mayors have been pushing the Cabinet for a long-term vision on the coronavirus measures for some time. They want society to run as normally as possible despite coronavirus infections. They argue that society must learn to live with the coronavirus without being locked down every time. The Security Council favors the wide use of coronavirus access passes.
