From the reading up I've just done, it seems that if the electoral college votes Biden in but Trump still refuses to go, it still all goes ahead automatically, and at noon on Jan 20th the military recognises Biden as commander in chief, Nuclear codes change and the football given to Biden, and (most amusingly) the Secret Service immediately stops serving Trump and starts serving Biden. So if doing their job properly, they would literally be stood next to Trump protecting him with their lives at 11.59am, and then at 12.01pm they'd turn round, grab him by his collar and boot him out of the oval office .
