His belly sticks out due to fat and weak abs, he needs to do upper and lower ab crunches to pull in them weak abs.

You don't need a six pack to have a tight waist, that is due to low body fat, but if he did plenty of crunches it will pull that gut in due to a stronger tum.

Right now he could be a size 36" waist at least.. Nothing major but still far from a healthy trim male 32" waist.
