I'm not sure what they were hoping to achieve by releasing Venables back into society. Anybody capable of doing what he did clearly suffered neglect in early childhood and is absolutely incapable of remorse or empathy.

well the sun said that there were told by jack straw that they werent allowed to publish the exact reason for him going back into jail

and jack straw has confirmed this so basically the sun knows everything
