Somethings not right full stop, and it seems from my first reading that the troubles are starting from the very top and working down, with the general structure and agenda of the institution becoming outdated and in urgent need of some direction from the powers that be. Sounds to me like a ship that has no idea where it's supposed to sail to, just adrift, don't you think? No wonder there's mutinies going on.

I'm aware there is not much the Commonwealth can do to directly change the policies of its member states. It is a ceremonial institution like the British monarchy, the leftovers of the Empire, but it's not just a matter of having a conscience and speaking out... it is actually the Commonwealth's job to promote democracy and human rights. It's the very reason for its existence and yet they are totally apathetic.
