I think it's good to share your fantasies, as long as you don't put pressure on your SO to fulfill those fantasies for you.
If you're constantly going on about how you are unsatisfied because they won't do something that you really wanna do, that's unfair on the other partner, and maybe even a bit like bullying. If it's just sharing fantasies with each other and sharing your thoughts and feelings, that's a good thing. And you might find out that you both have the same fantasy. As long as you're not doing it to try to pressure the other person into doing something they arn't comfortable with.
