It seems so pointless trying to tackle these cartels, it's like a massive hydra, every time you cut off the head (arrest someone in charge) two new challengers emerge, fight over it and either one of them ends up dead or a cartel splits into two factions. Just never seems to end. Not that they shouldn't try, and it's great that they've caught him, but it seems so futile...
