Why does C5 bother with smart anti-hero and gameplayers?

When they go all out to stop them om winning eg Aaron (spitefully splitting money when realise he was going to win), assisting donuts like Jay and Conor and gifting easy wins with minimal involvement eg Sam whilst more entertaining Hms like Gina, Deana and Dexter get crap.
