It's the crazy thing about deadline day. Not just Arsenal, but the speed at which clubs suddenly reach agreements. Ozil for £40m is a good deal for everyone, and would have been exactly the same 2 weeks ago.

i think a majority of clubs signing players on deadline day have already previously been in talks and know roughly the prices and stuff
