He hit a Fence that is like a spring to collect rocks
that flipped him over into the water.

I would think he had been Drinking, Drugs , on Phone or all 3

Yes Lucky he went over at the place
of that fence that collects falling rocks
that broke his fall.

he may have gone up in flames

I'm sure they would have done blood gases at hospital though and if he's been released home they would have arrested him. If you think those three I would guess phone or he would have been arrested.
