It cannot be 2 nominations and you're up because there have been previous rounds where a housemate has got 2 votes and NOT gone up.

I really wish they would set rules at the start of the series and NOT change them for the remainder of the series. That's why it's such a mess because there are no limits. It needs some restrictions, especially when it comes to nominations.
