Because the large majority of people on BBUK and even moreso on CBB do not care about nominations and find nominating difficult anyway. It is not BBUS, that part of the show is not encouraged as it should be, it's seen as a difficult and undesirable process by the majority of housemates. If someone is discussing noms then I would say they are interested in nominating.
