It wasn't a fix. Big Brother might have been controlling the timing of the boxes opening but the housemates chose which podiums to stand behind.

I reckon it's a pre-planned decision dressed up as a random event. Big Brother can do that sort of thing, remember. Make someone king of the house on a whim, give them a secret task etc. It's no different really.
They're free to do what they wish because there was no public input involved.
